Request for Proposals for 174 and 176 Jay Street 
(Albany, New York)

This notice is to serve as a request for proposals for the renovation/restoration of 174 and 176 Jay Streets in the city of Albany. Interested parties may put forward proposals that include both buildings or either building individually.   

Successful bidders shall demonstrate an understanding of proper preservation practice, and put forward a detailed plan indicating proposed construction time line and detailing financial sources. The sale will be awarded to the best and most sound overall proposal, and will not be based on the highest offer.   

No proposals that call for a use variance over the existing zoning status of the two buildings will be accepted.

The buyer (successful applicant) will pay all closing and other legal fees incurred by both the buyer and seller in full.

No access can be granted to the buildings prior to the closing, however, successful applicants shall demonstrate a basic understanding of the overall condition of the building(s) and highlight specific problems and there their proposed solution.  

Please review the below requirements and photographs carefully prior to forwarding a proposal. All proposals must be received by Historic Albany Foundation no later than 12:00 noon on Monday, September 29, 2003.

A decision will be made no later than close of business on Monday, October 6th, 2003, and the successful applicant informed in writing.

 Application Requirements:

  • Detailed financial statement indicating sources of funding.
  • Detailed narrative describing sequence and type of construction work proposed and the use of the property once work is completed.
  • A listing of all proposed changes or modifications to the front elevation of the buildings. (i.e. windows, doors, stoop, shutters etc.) 
Minimum Construction Schedule requirements:

The following minimum schedule will need to be met by any and all successful applicants.  Timeline begins at the closing (transfer of title).

  • After one month of ownership: temporary protection against roof leaks and all public safety concerns.  (Determination to be made by HAF)
  • After 8 months of ownership: Complete water tight roof system including permanent or temporary roof leaders as required.  (Determination to be made by HAF)
  • After 12 months of ownership: Successful completion of entire exterior envelope, consisting of all exterior masonry, roof work, window and door restoration/replacement, paint work, stoop and handrail restoration/replacement, both front and back.  (Determination to be made by HAF)
  • After 18 months of ownership: Fully functional and operating mechanical, electrical and plumbing systems.  (Determination to be made by City of Albany Building and Codes)
  • After 24 Months of ownership: Full Certificate of Occupancy for any and all rental and owner occupied units.
