Request for Proposals for 60 Clinton Avenue

This notice is to serve as a request for proposals for the renovation/restoration of 60 Clinton Avenue in the city of Albany. Interested parties should put forward proposals including as much information on the proposed renovation and financial sources as possible.   

Successful bidders shall demonstrate an understanding of proper preservation practice, and put forward a detailed plan indicating proposed construction time line and detailing financial sources. The sale will be awarded to the best and most sound overall proposal, and will not be based on an offered price.   

The buyer (successful applicant) will pay all closing and other legal fees incurred by both the buyer and seller in full.  However, the seller will award a $4,000 (four thousand dollar) reimbursement grant to the successful bidder for immediate stabilization of the structure.  

This work will include the construction of supplemental 2x6 framing and knee bracing on the east and west sides of the building in order to rebuild a portion of the western brick exterior side wall at the parapet level and below. Additional anchorage will be needed on the east wall of the building and portions of the west wall that is to remain in order to further stabilize those walls.

In addition, new skeletal framing at the rear wall of the building will be required to replace the collapsed brick exterior wall. Immediate roof work or temporary tarping will be needed to stop water infiltration as soon as possible.             

Access may be granted to the buildings prior to the closing, and, successful applicants shall demonstrate a basic understanding of the overall condition of the building and highlight specific problems and their proposed solutions.  

Some additional funding is available through the City of Albany for low-income families who would restore and live in the property as a single to a four-unit building, or if the building is refurbished for very low-income households.  Contact the Albany Community Development Agency (A.C.D.A.) at 436-HOME (4663) for additional information.    

The building at 60 Clinton Avenue is an historic brick townhouse with carved brownstone trim.  It was built as a single-family house in the late 1840's in what was then one of the city's most prominent neighborhoods. Architecturally, 60 Clinton Avenue is an excellent high-style example of a transitional Greek Revival - Italianate style of townhouse construction that was typical of the period both in Albany and in New York City.  

The house is located in Albany's Clinton Avenue Historic District, which is listed on the National Register of Historic Places. Any alterations to the exterior of the building that is visible from a public right of way will need to receive a certificate of appropriateness from the city through the Historic Resources Commission.    

Please review the below requirements and photographs carefully prior to forwarding a proposal. All proposals must be received by Historic Albany Foundation no later than 5:00 Monday May 3rd, 2004.

Application Requirements:
  • Detailed financial statement indicating sources of funding
  • Detailed narrative describing sequence and type of construction work proposed and the use of the property once work is completed.
  • A listing of all proposed changes or modifications to the front elevation of the buildings.  (i.e. windows, doors, stoop, shutters etc.)

Minimum Construction Schedule requirements:

The following minimum schedule will need to be met by any and all successful applicants. Timeline begins at the closing (transfer of title).
  • After two months of ownership: temporary protection against roof leaks and all public safety concerns.  (Determination to be made by HAF)
  • After 9 months of ownership: Complete water tight roof system including permanent or temporary roof leaders as required.  (Determination to be made by HAF)
  • After 15 months of ownership: Successful completion of entire exterior envelope, consisting of all exterior masonry, roof work, window and door restoration/replacement, paint work, stoop and handrail restoration/replacement, both front and back.  (Determination to be made by HAF)
  • After 18 months of ownership: Fully functional and operating mechanical, electrical and plumbing systems.  (Determination to be made by City of Albany Building and Codes)
  • After 24 Months of ownership: Full Certificate of occupancy for any and all rental and owner occupied units.
